Here is a fun fact about 4 digit random numbers. About half of all four-digit numbers have four different digits. In the 1000 to 9999 range, 4,536 of 9,000 do (50.4%). The rest repeat a digit, like 3711 or 5555. A number like 4444 is no less random than 4719. It is exactly as likely.
